UNSMIL announces successful inauguration of the Structured Dialogue and publishes member list

TRIPOLI - UNSMIL successfully concluded the inaugural two-day sessions of the Structured Dialogue (SD) on 14–15 December in Tripoli, marking the first dialogue of this nature to be held inside Libya. The sessions represent an important milestone in the UN-facilitated political process and underscore growing momentum toward a Libyan-led path to national elections and unified institutions.

The inaugural meeting was attended by representatives of the International Follow-Up Committee on Libya, symbolizing strong international support for the UN-facilitated political roadmap and reaffirming the commitment of the international community to a sustainable, inclusive political solution for Libya.

The Structured Dialogue is one of the core pillars of the political roadmap that UNSMIL is facilitating, aimed at moving Libya toward credible national elections and the establishment of unified state institutions.

Over 120 members from eastern, southern, and western Libya were selected to participate, reflecting Libya’s geographic, political, social, and cultural diversity. Participants include approximately 35 per cent women, youth representatives, persons with disabilities, and individuals with balanced expertise across the Dialogue’s thematic areas: governance, economy, security, and national reconciliation and human rights. This transparent and balanced selection process reflects UNSMIL’s commitment to inclusivity and national ownership of the political process.

The selection process was guided by clear and objective criteria. Eligible nominees should not have any record of human rights abuses, corruption, hate speech, or other unethical behaviour. Candidates were selected based on demonstrated knowledge or experience in at least one of the Structured Dialogue’s thematic areas, with an emphasis on credibility and a proven commitment to advancing Libya’s national interest. Additional considerations included the ability and willingness to engage constructively in consensus-based dialogue, listen to diverse perspectives, build bridges, and offer actionable policy and legislative recommendations. Availability to participate throughout the duration of the Structured Dialogue process was also a key requirement.

The Structured Dialogue is mandated to generate practical, consensus-oriented recommendations that can help create the conditions for credible elections, bring an end to successive transitional arrangements, address pressing governance and economic challenges, advance security sector reforms, and support national reconciliation and human rights.
