Electronic Fuel Management System in MINURSO

During the week of 17 – 21 February 2020 a team from the Office of Information and Communications Technology (OICT), DMSPC-DOS including Benjamin Marle and Boris Beigelman conducted introduction, setup, implementation, and the training sessions of the new scanning solution for Electronic Fuel Management System (eFMS-2) for military and civilian staff of MINURSO.

The goal of the effort was to replace old Motorola MT2090 scanners with the new state-of -the-art Android-based Famoco scanners and associated software.

The reasons for replacement of the old scanners:

  • Technological obsolescence
  • Discontinued manufacturer support
  • End of useful life

The benefits of the new Famoco PX320 scanners:

  • Multi-Lingual User Interface
  • Enhanced Equipment and User Verification capabilities
  • Auto-Update
  • Greater performance, accuracy, and endurance
  • Higher resolution colour photographs
  • Elimination of dedicated PCs to upload fuel transactions to central servers
  • Synchronization using WIFI and/or 3G/4G/5G.
  • Reduction in support requirements from GITTS

The OICT team has met with Mr. Colin Stewart, Special Representative of the Secretary-General (SRSG) and Head of MINURSO, Major General Zia Ur-Rehman, Force Commander, Mr. Alexander Ivanko, Chief of Staff, Ms. Stanislava Daskalova, OIC Mission Support and Ms. Jangar Mc Gill Richards, Chief Service Delivery, Mr. Jose Maria Medalla, Chief Life Support and Mr. Enrico Magnani, Public Information Officer and briefed them on the new scanner solution.

The deployment and training of the new scanner solution was well received. Users have displayed good understanding of the scanner and associated software. The new and improved features offered in multiple languages and aimed at improving performance while simplifying operations were especially welcome.

EFMS went live on 21 February 2020 and is expected to optimise the fuel operations of the Mission.
