MINURSO is interested in soliciting qualified vendors and service providers that will be invited to participate in all MINURSO Procurement tender exercises according to their capacities and areas of expertise.
Solicitation methods vary within the UN Procurement System in accordance with various key factors. Offers are evaluated on the basis of best value for money and other procurement considerations, such as delivery schedule and conformity with required specifications. The MINURSO Procurement Section procures commodities through competitive tenders using qualified vendors that are fully registered in the MINURSO Vendor Database.
Most requirements above US$30,000 are procured through either a Request for Proposals or an Invitation to Bid (both formal tendering exercises) the notice of which may be announced through an Expression of Interest. The various bidding documents used are:
- Request for Proposal (RFP): is issued when requirements are not specific and evaluation of the offers is based on best value in accordance with set evaluation criteria.
- Invitation to Bid (ITB): is issued when requirements are specific and evaluation of offers is based on price and other price related factors.
- Request for Quotation (RFQ): is issued for low value procurement usually where the requirement is specific and evaluation of offers is based on price and other price related factors.
